EXE files will not load!! Help plz

Im having a very strange issue which i have not encountered before. Ive been
reading things trying to figure it out but i cant. So here I go.

When I go into the control panel and try to open like add or remove programs
or system i get a message "C:\WINDOWSsystem32\rundll32.exe Application not
found"

I have checked and it is there. If deleted and reloaded a fresh version of
it. Then i read on the net how to expand from the disk and went to try to do
that.

I went Start/Run typed cmd and it asks me to choose which program to load
this with.

I tried to run msconfig, sfc /scannow anything in the run window will not
run. Im truely at a loss here. If anyone could help me i'd really appreciate
it. Thanks.

Probably "C:\WINDOWS\System32\rundll32.exe Application not found", right?

WoW Elmo your a life saver i've wasted 3 hours of my life on this and you
