exe files transfers blocked: 2 solutions??

I can't send or receive EXE files with the new msn messenger 7.
I found 2 different solutions:

Which is the best one and what is the difference between the 2 of them??

to actually fix it, a registry entry needs to be changed.
the REG file will do it more directly
but the exe works just as well
the end result has no difference.. just the enclosure of the method
