Exclusive rights error

Can Anyone help?
Our users even though using access runtime getting an error when logging
into the .mde file "You do not have exclusive access to the database at this
time. If you proceed to make changes, you may not be able to save them later"
In the shortcut properties I have / runtim to open .mde file also I am using
..mdw file for security reasons. can anyone help? The user who l gets in
second gets the message.

Does each user have their own copy of the FE MDE? If not that's the
problem. If you do frequently updates of the MDE see the Auto FE
Updater downloads page http://www.granite.ab.ca/access/autofe.htm to
make the updating of the FE MDE on the client workstation relatively
painless..

All my other clients share .mde with no problem. accept for this one . Also
may be there is something with access 2000 full version and run time being
Access 2002
or the cytrix 4 ?
Any Ideas?
