Exchange 2003 & Public Folders

We are running Exchange 2003 with Server 2003 SP 2
We have created a IT department container with sub containers under it.
I am in all the necessary Admin groups - Domain Admins - local admin -
exchange admin, you name it I am there
So
My boss creates all the folders listed above but I am unable to see any of
them.
When we go and look at the permissions tab ADVANCED there are several
permissions that are conflicting with each other
That is Go under permissions then advanced at the bottom and there are all
kinds of allow and deny permissions that cannot be removed
The only way I can see the folders is to go under the client permissions and
add myself in there.
Anyone have any ideas
