602 Office Suite may still be free for personal use:

I think in the past EasyOffice may not have displayed Excel files well
and just used the Excel Viewer or referred you to it, but you might
give it a try. Just like 602 Software the Trial Version never runs out
(I think) but is only meant for personal noncommercial use.

really just an earlier version of Open Office so it may be best to
stick with that, although sometime earlier is simpler and better :-).

http://jansfreeware.com/cellex2.zip - Can load and save Excel 5
spreadsheets (probably not useful)

http://www.ds.unifi.it/~stefanin/AGR_2001/SH/SSSHEET.ZIP - can load
Excel 4 spreadsheets (probably not useful).
