Excel 2003 Toolbar settings

Every time I attempt to rearrange my toolbars in Excel 2003, the following problem occurs. All of the default toolbars (standard, formatting, drawing) will remain "sticky" to wherever I last placed them at the top of the page. However, I have a few custom addins that refuse to remain sticky the next time I open Excel. Instead, these toolbars always appear at the far left of the page and are stacked vertically, if that makes sense. This chews up a lot of real estate in a worksheet, and I would like these custom toolbars to span horizontally across the top of the page to save space (much like the default toolbars). Is this possible?
