Excel 2003 KB923088 install problem on Vista RC2

I can't get the latest security update for Excel 2003 (KB923088) to install
on Vista RC2. All the other patches that were just released for Office 2003
install fine, but not this one. After it failed the first time I rebooted
and tried again as the first action after logging in, but got the same
error. An XP/Office2003 workstation getting its updates off the same WSUS
server can install the same update without any problem.

WindowsUpdate.log shows the following:

I then expanded the excel.msp file from the EXCEL.CAB update downloaded by
the automatic updates client and tried running it from a command prompt run
as administrator. The update fails part way through with an error msg saying
that it can't update c:\windows\system32\mapisvc.inf.

If from the same administrator command prompt I run notepad and open
mapisvc.inf and try to save a change, I get an error msg saying that I need
permission from SYSTEM to modify the file. So it looks like something in the
Vista security setup is screwing up the installation of this Excel security
update...

If you happen to have a restore point made prior to the patch please revert
to this restore point.

Why would I want to do that? How would it solve the problem.
