Excel 2003 help file errors

When a client accesses Help-Microsoft Excel Help-Table of Contents-Microsoft
Excel Visual Basic Reference they are getting a runtime error (see below).
KB article number 822521 has a similar error message but trying that changes
the line number of the error.
Reinstalling Office 2003 has not resolved the issue.

Hi,

Excel's VBA Help and Workbook Help are two different files. IT departments
sometimes try to save space by not installing the VBA Help. I would try
installing that.
 
VBA help file is installed. It is literally one machine in 1000 that is
giving the issue.
It gives me something to look at though. Thank you.
