Excel 2003 crashing with a Visual Basic error message

Has anyone seen on a W2003 R2 Enterprise SP2 Terminal Server, Excel 2003
(SP3) crashing with a Visual Basic error message

(Microsoft Visual Basic - System Error &H80004005 (-2147467259) Unspecified
Error) followed by a out of memory error message

This happens when attempting to use any Excel Add-Ins (Tools - Add ins)

I have the suggestions in the knowledge base had me load replace files, but
no sucess
