EWF on XP Pro

I'd like to use the EWF feature of XPe with XP Pro. I've found several non-MS
articles that explain how to set this up, and generally indicate this is
possible.

Given that this can be done, what do I need to do to satisfy legal
contraints? What license(s) do I need to purchase, etc.?

Unfortunately, licensing restrictions prevent deployment of the Embedded
Enabling Features such as EWF on non-XPe OS'.

Depending on what features you need, check out the Windows XP Shared
Computer Toolkit:

(This looks a lot like EWF to me!)
