Eventlog security permissions

Does anyone know how or what the setting are for giving
rights to save or change the properties of the eventlogs
without being an administrator??

I would try giving the user or group the "Manage auditing and security log"
user right on that machine (a.k.a. SeSecurityPrivilege). If this is the
only machine you want them to be able to view those logs at, then I would
suggest adding them in the Local Security Policy (SECPOL.MSC) of that
machine. Otherwise, you may want to add that user right setting in a group
policy linked to an OU that those servers are in.
