eventid 119,what can i do?

Our server is running win2003 server,and the patch is up to date.The RAM is
1.7G,and the Cpu Xeno 2.4G.And we run sql server 2000+sp3.The system
automatically setup the virtual memory is 2438M,the max virtual memory is
4000M.I found lots of event id 119"The driver for device %1 delayed
non-paging Io requests for %2 ms to recover from a low memory condition. " in
event log .And the system is running very slow.I search it in the KB in MS'
website,but nothing is valuable.
What can i do under this situation?
Any suggestion will be appreciated.

You might have a memory leak. Did you check
the amount of free memory in the Task Manager?
Does the condition improve after a reboot?
