Event Viewer Access Denied

On Windows 2003 Servers when Users try to access the Event Viewer they
receive the following message: Unable to complete the operation on
"Application". Access is denied. This does not happen on Windows 2000
Servers. Domain Users can Right Click on their XP My Computer; connect to a
Windows 2000 Server and look at the event logs. This changed in 2003.

Is there a way to allow this to work as it did in 2000? Is there a GPO to
filter this down to all servers in the domain? Thanks for any responses.
