When I reboot my machine my network address is replaced
with 0.0.0.0 and I have no network connectivity. This
issue is resolved by running the network wizzard only to
return upon reboot.

Description: The name "<WorkGroupName> :1d" could not be
registered on the Interface with IP address
nnn.nnn.nnn.nnn. The machine with the IP address
mmm.mmm.mmm.mmm did not allow the name to be claimed by
this machine.

This post was replied to with the following:
This is happening because of a name conflict on the
network. The name it
is trying to register on the network is already there.
We have an article

Only problem is that this solution, using Netdom.exe
won't work if your workstation isn't connected to a
domain which mine isn't. This machine is part of a home
network. Futher more I am positive that there is no name
conflict as there are only two machines involved in the
network. Thanks in advance for any help.

It would appear that the machine mmm.mmm.mmm.mmm is using your workgroup
name as a computer name. Is that the case?

No Ken, that's not the case.
Both machines have unique names which are different from
the workgroup's name. Thanks.
