event id 32091 when sending a fax

I have one user who is not able to send a fax through the windows server 2003
fax that I have set up. If I add the user to the administrators group then,
they can successfully send a fax. If they are not in the administrators
group the following error shows up in the application log of the event viewer
on the windows 2003 server.

event id: 32091

The fax was not submitted successfully because a connection could not be
made to the fax service.

The following error occurred: 5.
This error code indicates that cause of the error.

I think that this is some kind of rights issue since making the user an
administrator makes the problem go away, but is not a practical solution. I
have other users who can use the fax without being an administrator.
any help on this would be appreciated.

Looks like a permission issue to me. Are there sufficient permissions on the
queue and sent items folders and also the FaxService?

Can you run filemon and regmon from
http://www.sysinternals.com/ntw2k/utilities.shtml and check the logs.
