event id 1000 - perflib issue

Running windows 2000 with sp4.
Exchange 2000 with sp3 august 2004 rollup.

Receive following error in application log:
Access to performance data was denied to SYSTEM as attempted from
C:\WINNT\system32\regsvc.exe. Event ID 1000.
They appear every 2 minutes and have not been able to locate resolution on
microsoft's windows or exchange 2000 knowledgebase.
Anyone have an idea why this occurs and if there's a resolution? thx
