Even IIS stopped responding

First, I got the problem (which is not yet solved) that I couldn't get the
properties of folders in Windows Explorer, and now I can't access my IIS
settings or reach the HTTP server through Internet Explorer, neither locally
nor remotely. How can I solve this problem (these problems) ?

Right-click is slow or weird behavior caused by context menu handlers:

I had this problem months ago. It only resolved when I uninstalled the IIS
component using Add/Remove Programs Windows optional components. Re-installed
IIS component and problem went away. (Previously using shellxview.exe I was
able to work-around by disabling the propertysheet extension related to IIS)
Likely a mix and match shellx and or dll problem.
