Errors...w. windows installer & on page in IE8

I am in firefox browser because IE8 won't allow the message box here to open,
even after allowing pop ups. IE8 will not load properly pages even on
microsoft/windows sites...links won't work.


also~I am unable to finish an installation of a download as windows
installer box opens with this message during installation: "This installation
has failed (error 0X80041f09). Contact network administrator"
I am the administrator w/o a network on my home pc.
I have looked over all of the 'How to resolve Windows Installer common
problems' and have not found the solution.
Therefore I am unable to install a new version of WI.

Any help is appreciated for both issues.

I apologize for repeating the second part of this message regarding Windows
Installer.
I thought I was posting it on the Windows XP General newsgroup.
IE8 is really messing up browsing abilities.
