Errors on Weather.com

I recently installed popupstopper on my laptop and it has corrupted Iexplorer in some manner. I uninstalled popupstopper. Can anyone tell me how to reinstall Iexplorer to its virgin state. I cannot load the weather channel website without errors. I have concluded that the java vm may have become corrupted leading to the error.
 
can you use restore? msn has a toolbar and popup stopper
for IE, there may be a repair IE thing on the left in
add/remove control panel.
