Error with "software install and deinstall"

I have W2K prof. When I call the SOFTWARE inst / de-inst.
then I get error message "res://sp3res.dll/default.hta
line 84" can someone help me with a fix. I am not able to
deinstall any programs as I am not able to enter the
program.
