Error with secedit.exe

I have a Windows 2000 network and most of Workstations
running Window 2000 with SP3. Group policy has not been
used yet. Workstation security was configured by running
secedit.exe with preconfigured inf and sdb files. Recently
I found some workstations which can not run secedit.exe
succefully. The log file recorded the following errors:

----Configure Registry Keys...
Error 1300: Not all privileges referenced are assigned to
the caller.
Error adjusting privilege SE_SECURITY_PRIVILEGE.
Configure users.
Error 1314: A required privilege is not held by the client.
Error setting security on users.
Configure machine.
Error 1314: A required privilege is not held by the client.
Error setting security on machine.
Configure classes_root.

Registry keys configuration completed with error:


----Configure File Security...
Error 1300: Not all privileges referenced are assigned to
the caller.
Error adjusting privilege SE_SECURITY_PRIVILEGE.
Configure d:\.
Error 1314: A required privilege is not held by the client.
Error setting security on d:\.
Configure c:\.
Error 1314: A required privilege is not held by the client.
Error setting security on c:\.

File security configuration completed with error.

Error 1300: Not all privileges referenced are assigned to
the caller.
Error adjusting privilege SE_SECURITY_PRIVILEGE.
Configure Schedule.
Warning 5: Access is denied.
Error opening Schedule.
Warning 5: Access is denied.
Error opening Schedule.

General Service configuration completed with error.

The logon user does have administrator previliges for the
box.

If anyone has clues about how to fix the error, please
help. Thanks.
