error when trying to create a new website - error in web location

FP03 tells me that it cannot create a new site outside of the disk-based
webserver's doc hierarchy. However, it doesn't seem to matter where I try to
locate it on my PC I get the same error. What am I doing wrong?
 
Just create a folder with Windows Explorer, then use FP File Menu | Open Site, then browse to this
folder and let FP make it a web / site.
