Error: "Specified path Does not exist"

I am looking at a friends computer running windows 2000
v.5.0 build 2195 service pk 3. The system will not allow
admin tools to run and many apps get "the specified path
does not exist" including Norton AV. The system will not
even allow me to do a "run" "CMD" to get a command
prompt. Any ideas? I am suspecting a virus? I also tried
to reinstall Norton AV and IE 6.0, the .exe files get the
same error, "path does not exist".

Control Panel|System|Advanced|Environment Variables|System Variables and
make sure that "Path" has
%SystemRoot%\system32;%SystemRoot%
at least somewhere in the string.

Else check that "Path"
found at
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Environment
is a type Reg_Expand_Sz string and not type Reg_Sz
