.exe files shows error "the specified path does not exist"

I am looking at a friends computer running windows 2000
v.5.0 build 2195 service pk 3. The system will not allow
admin tools to run and many apps get "the specified path
does not exist" including Norton AV. The system will not
even allow me to do a "run" "CMD" to get a command
prompt. Any ideas? I am suspecting a virus? I also tried
to reinstall Norton AV and IE 6.0, the .exe files get the
same error, "path does not exist".

You might boot in the SAFE MODE. There you should be able
to get to a command prompt. Look for the path. Could be a
HDD problem or a virus.
