Error opening JPEG files

My users are getting the following error when trying to
open .jpg files:

"No file format information can be found in the registry."
and
"Unknown file format"

However, if I make them local admins on their machines,
they can open the files. Photo Editor is the application.

Is there any way to fix this without giving them local
admin rights?

The "No File Format Information Can Be Found in the Registry" error message when you
start Photo Editor is a well-known problem on Microsoft Windows 2000 Professional for
users who do not have permission to the required registry keys. The workaround is
