error on windows mail

The steps you need to do is to post the complete error message and not 1 part of it

The connection to the server has failed. Account: 'pop.att.yahoo.com',
Server: 'pop.att.yahoo.com', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E
 
Wrong port number and missing SSL option for that server.
PA Bear already gave you the link that has the correct settings.
