Error on startup

When I have a non-admin user who tries to run Excel they get the message that
Stdole32.tlb is damaged or in need of repair. If they click OK on that then
it shows a progress bar that it's trying to install a Excel feature but it
doesn't say which feature. If we give that user admin rights then run excel
they don't get the error message but they still get the progress bar trying
to install the feature. We've tried running excel /a and /regserver with no
difference. Does anybody have any ideas what we can do to fix this user?

I tried what that site suggested as far as renaming the stdole*.tlb in the
system32 directory and letting the System File Checker restore them and still
got the error. The files in system32 and dllcache are the same size and date
stamp as an XP machine that's not getting this error.

Any other ideas?
