Error on loading worksheets

Excel 2003 - I try to open some documents, and receive a error :

"Excel cannot access '(file name).xls'. This document may be read-only or encrypted.

I click on ok, and then it says

"Cannot access '(file name).xls'

The file is not read-only nor is it encrypted. I have tried reinstalling Excel with same results

Any one have a solution
