Error on embedded HTML links in Outlook

I have Windows XP Professional and Outlook 2003. When I click on an embedded HTML link in an e-mail I get the following message

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator

Unfortunately the system admin does not know

Can anyone help please - it used to work on Outlook 2000.
