Links in email do not work

When I click on a link in an email I get the following message:
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator"
Can anyone tell me what settings need to be changed. I am running Windows 7
and this popped up after having the computer shut down for the weekend.

Um, so you're behind that China firewall that restricts access to
outside web sites so they can throttle information and control their
propaganda? Guess you won't be able to reach Google to see those loads
of articles discussing the same old problem as you.
