error on desktop

I am sorry if this is the wrong place for me to post this
question.

After I enter my user name and password I see the desktop
loading then a error/dialog box with no text pops up. No
icons, start bar...just the wallpaper and the wierd box.
My only option is to close it, when I close it I am logged
off.

So far I have had the most success starting command promp
in safe mode. Runing gpedit, the wierd box from before is
not there however,something else will go wrong BUT...I do
get to use the start bar after the second error. System
restore did not work. Last known good config does not work
either??? Please help
