error occurrs opening folder on FTP Server when "Enable folder view for FTP sites" is enabled

Hello
"FTP Folder Error
An error occurred opening that folder on the FTP Server. Make sure you have
permission to access that folder.
Details:
The operation timed out" appears when "Enable folder view for FTP sites"
check box is checked on "Advanced" tab in "Internet Options". It looks like
because of this FrontPage can not publish a web site and Word can not open a
web page for editing. My system is Windows XP SP2. Windows 2000 systems in
our LAN can open FTP folders. How to make my Windows XP SP2 open FTP
folders?
MS Microsoft Proxy Server or Internet Security and Acceleration Server 2000
are not used.

I cleared "Use Passive FTP (for firewall and DSL modem compatibility)" check
box with "Enable folder view for FTP sites" checked on "Advanced" tab in
"Internet Options" and ftp.microsoft.com began to show its folders.
Nevertheless ftp.narod.ru still does not show its folders with correct user
name and password.
