Error mssg when making new web site in FrontPage 2003

I receive the following message when trying to create a new web site in FrontPage 2003

"The folder 'website' isn't accessible. The folder may be located in an unavailable location, protected with a password, or the filename contains a / or \.

I have tried to store it in many different folders, but get the same message each time. I am certain that there are no invalid characters in the file name (website). How do I know if it is an "unavailable location" or "protected with a password"? Any help would be greatly appreciated
