Error "Missing OS" during install after Copy and reboot

Installing Windows XP on a Maxtor 80Gig IDE Harddrive. MB is a Microstar (MS 6153 V 2.2) with the updated Bios. During boot up, the hard drive is recognized by the bios. Start install with the WinXP install disk, create the 20 Gig partition on NTFS and the files are copied. The install reboots the PC and after reboot and the bios check, gets the error " Missing Operating System".
I tried this a few times, made some bios setting changes and still get the error, removed the SCSI card for the scanner and still getting the error.
Used a WinMe bootdisk and created a FAT32 partition of 15 Gig and still does the ssame thing.
Tried to install Win98 and also acting the same way after the files are copied, cannot find the OS.
Any help would be greatly appreciated.

Same problem here.

I picked up a WD 80gb on sat and was expecting a trouble-
free "new install." I have a TYAN Trinity MB - updated
BIOS - have a scsi scanner card too...didn't remove it.

BIOS correctly identified the drive and XP formatted it.
WIN98 disk can view the drive with all the XP files...it
just won't boot.

Where should the "reboot" file be (dir) and what should it
be named?
