TechNet copy of windows willnot install

I downloaded the Windows XP Pro SP3 x86 ISO from the TechNet site. I then
have tried to install it on my laptop 2 different ways: by burning the image
to a CD, and by mounting it using Daemon Tools Lite.
Both times I get back an error that states that file amnlhlsk.sys can not be
copied.
I can find no info on this file, and my desk top PC running a legit copy of
Win XP Pro SP3 does not have this file on it.
If I try to skip the file during installation I get to the reboot process
and after the reboot when it loads the XP setup it tells me that it is
missing amnlhlsk.sys and to restart.
I also downloaded the XP home ISO and got the same error.
Can someone please help?

I guess I was not clear with my original post.
I downloaded an ISO file of Win XP Pro that already had SP3 built in. I was
not trying to install SP3 on a Win XP Pro machine.
I was trying to upgrade a Win XP Home laptop to Win XP Pro.
I do not have an extensive knowledge of ISO files, but I am pretty sure they
are not executable. You have to burn them to a CD or mount them on a virtual
CD-ROM. That is why I used Daemon tools.
The laptop I am trying to upgrade has all of its temp folders cleaned out
already.
My questions still stand:
What is file amnlhlsk.sys, and why won't it install?
Why will a Legit copy of Win XP Pro not install?
