The cpl file may possibly damaged
Try this:
1. Rename Appwiz.cpl and expand it from Windows XP CD:
2. expand <CD-ROM drive>:\i386\appwiz.cp_ c:\windows\system32
If this issue exists, try the following command to reregister the Control
Panel
icons:
rundll32.exe shell32.dll,Control_FillCache_RunDLL
