Error message

I was visiting the HP website trying to download a driver
for my printer when all heck broke loose. I now get a
message on my computer that says "Windows could not start
because the following file is missing or corrupt.<Windows
root>\system32\hal.dll. Please reinstall a copy of the
above file." I am a novice. What do I need to do?
