Error message when starting Outlook 2003

I have just installed Outlook 2003 on my newly formatted hard drive and I
have copied my pst file from my old drive. When I open outlook I get the
message The add-in "C:\WINDOWS\system32\XCOLExt.dll" could not be found or
loaded. This problem may be resolved using detect and repair on the Help
menu. Unfortunately it hasn't helped, i have searced Microsoft for a
resolution. If I log onto another user the message does not appear?

Any ideas would be gratefully recieved.
