Error message when opening html content

I am receiving an error message that says"This operation has been cancelled
due to restrictions in effect on this computer. Please contact your system
administrator". I have no idea what is going on. I was able to access html
content earlier. I even changed the registry to removelevel1 as suggested in
another post.

resetting IE settings worked. Only thing is, the directions in the reset web
settings link said the button to reset web setttings would be found in
programs tab, that is incorrect, the button is found in the advanced tab.
