This is the error you get when you cannot find the Global Catalog server.
Most likely due to pointing to your ISP's DNS in TCP/IP properties.
You should verify the existence of the correct blank record in gc subdomain
in the _msdcs folder in you domains forward lookup zone

All clients including the DC should point only to the DNS server for your
local domain.
