Error message when I click on a link in an e-mail

In outlook, when I click on a url link within the
message, I get a message "This operation has been
cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
What is set up incorrectly in outlook? I can access
links without problem from hotmail or from outlook
express. I must have a permission turned off somewhere.
Any help would be appreciated.
