Error message when enabling firewall

When I try to enable the XP firewall I ger this--->
"An error occured while Internet Connection Sharing was enabled.
The dependancy service or group failed to start"
Does anyone know what this means or how to fix it? thanx!

Right-click My Computer and select Manage.
Click Services and Applications
Click Services
In the right portion of the window double-click
Application Layer Gateway Service.
Select Automatic from Startup type.
Click OK.

Now find the following services, and switch them to
Automatic as well:

Network Connections.
Network Location Awareness (NLA).
Remote Access Connection Manager.
Internet Connection Firewall (ICF)/Internet Connection
Sharing (ICS).

Restart computer.
Try to unable the firewall.
