Error Message: Value Creation Failed at Line 422

A client's machine running WinXP Home gave the error message noted in the
subject line. The machine booted and when it got to the welcome screen gave
this message:

Parser Message value creation failed " at line 422 [OK]

The problem is that after you click the OK, there's no way to get into
Windows. There's no log on IDs or anything. About the only thing you can
do is turn the machine off.

I found some info at this link

non Microsoft visual style and the folder containing the customised
styleshell.dll has a differing name from the themes name (as shown in the
appearances tab). To get rid of this error you can switch back to a
Microsoft Theme or go to /WINDOWS/Resources/Themes/ and rename the shell
folder to the name of the visual style shown in the appearance tab. If you
have a theme with multiple variations you must make this change for each
subfolder containing a differing styleshell.dll file "

The only problem with this fix is that I can't even get into Windows to make
the fix. So the question becomes: if you can't get into windows, short of a
total wipe and reinstallation, how does one fix this problem? (I tried
doing the Recovery Console, but no one knows that Admin Password. I also
tried doing a repair off the CD and that didn't work either.

Its a login error.Do one thing boot the computer with the help of recovery console cd disable cryptograpic service and disble the service for theme also and let me knoe it works or not
