Error Message Help Request

I am experiencing an error message that I am not familiar
with. Can anyone help me?

The error message is: Missing File: C:\Program
Files\Common Files\InstallShield\Professional\RunTime\0701
\Intel32\DotNetInstaller.exe cannot access a necessary
file, mscoree.dll
