Access Error Message "Class Not Registered" When I try to access Device Manager,

I am receiving the Error message "Class Not Registered" when I attempt to access Device Manager, I also get the same message when I try to open the programs in ADMINISTRATIVE TOOLS. I am Administrator and Owner. does anyone have the answer?

Has this just recently happened? It sounds like there is a registry problem somewhere - if it's recent are you able to use system restore to roll back the system a few days?
