error message "cannot display this page"

I have a dell inspiron4000. was running WinMe. Upgraded
to WinXP (not bought from dell. After installation when I
connect to isp netzero I get the connection but get the
message "cannot display this page" for any webpage I try
to load. Talked to MS support for 45 min no resolution.
Tried Opera free software and it works. Any suggestion on
what the problem is and how to resolve it, other than
switching to Opera.
