error message at startup

I receive the following message at startup: MSSvc.
EXE has encountered a problem and needs to close. the
computer doesn't shut down but makes noise like it has.
this is just annoying but what does it mean?

never installed one. I think I might have deleted shared files while removing program. could this be it?
