Error message and shutdown

Once getting to the desktop when booting up the error
message "Windows cannot find winlogin.exe" Make sure you
typed in the name correctly etc. When attemping to
shutdown the computer it just hangs at the welcome screen
and the only way to shut it down is unplug it.
