Error message: 550 I can only retrieve regular files

Have you tried checking the box for Passive FTP when you publish (or
un-checking it if it's checked)?
 
No, I haven't. I didn't know what "Passive FTP" meant so I avoided it since
it was unchecked by default.

I actually worked around the problem by installing Frontpage Extensions on
the server and sync'ing my site that way instead of by vanilla FTP.

It may be your host's server, not a Frontpage issue. Contact their help
desk, giving the error, and ask them to check the server logs.
