Some things to try:
1. Try launching Internet Explorer, to make sure your internet connection is
working.
2. Call your ISP and confirm your e-mail server settings are correct
(Username, password, incoming/outgoing mail servers, etc.)
3. Check your firewall settings, is it blocking outlook
